(IT-NEWSWIRE.COM, April 22, 2015 ) San Francisco, Ca -- Hand-held cell phone use restrictions has been instituted in 14 states, with D.C., Puerto Rico, Guam and the U.S. Virgin Islands joining the group. These states prohibit all drivers from using hand held cell phones while driving. All are primary enforcement laws which means an officer may cite a driver for using a hand held cell phone without any other traffic offense taking place. The States on this list are Arkansas, California, Connecticut, Delaware, Hawaii, Louisiana, Maryland, Nevada, New Hampshire, New Jersey, New Mexico, New York, Oklahoma, Oregon, Vermont, Washington and West Virginia. This means 36 States currently don't require hands free driving, but likely will change over time. Alabama is considering it now and Texas has recently voted on a driving while distracted law which focuses on texting while driving.
